The survivors of Kyanon continue setting up their establishment on the shore of the island. They designate their first settlement Ky'Kabrion, naming it in the honor of the former Warrior-General Kabriel and his sacrifice for the nation. The first buildings start to go up - a few roughly built houses, a meeting hall, and the very basic foundations of a city are built with scavenged supplies such as wood, metal scraps, and whatever spare materials the Kyanites can manage to use.

A respectable, moderately-sized city starts to form around the area designated at Ky'Kabrion. Crude resources such as wood are gradually replaced with more durable and reliable materials - metal, concrete, stone, and similar components are used for sturdier buildings. A marketplace, apartment buildings, temporary housing areas, and a capitol palace are built to serve Ky'Kabrion's needs. The defenses of the city are increased, with security patrols being established, missile-launchers and turrets lining vulnerable areas around the city and shoreline, SAM and anti-aircraft cannons throughout the city, and the beginning of a perimeter wall around Ky'Kabrion. Docks are built along the shoreline which give the city access to trade routes, and a shipyard is constructed where Kyanon begins to rebuild a trading fleet and small navy alongside the massive Lux Lucis battleship docked proudly in the harbor. A suitable amount of land outside of the city is put aside for agriculture, and hunters venture into the woods to provide game for the citizens of Kyanon.

Under Arrakhesh's orders, all construction must be supervised and approved so as not to disrupt the territory of the Shilain or draw unnecessary attention to the city. He denied plans for a new Royal Palace, stating that every Royal Family member is welcome to either stay in the capitol building which has no opulent features, or provide housing for themselves. Arrakhesh upholds some features of Kyanon's formerly communistic structure, allowing every citizen in the community ample amounts of food and resources for survival, but allocates most Kyanite funds to construction and military purposes.

A small area about a mile out from the city is designated as a military base, and construction begins there for a barracks, a training area, and a supply area for Kyanon's military vehicles and heavy equipment. Manufacturing plants are also constructed in this area to supply Kyanon's military.
